رنج بی‌پایان فراموش‌شدگی، زندگی در سکونت‌گاه‌های غیررسمی بدون هویت قانونی

چکیده
زمینه و هدف: مسئله عدم برخورداری از شناسنامه در ایران، با توجه به ثبت واقعه تولد در مدت‌زمانی کوتاه، حکایت از وقوع بی‌عدالتی بین‌نسلی دارد. فقدان هویت قانونی، افراد را به حاشیه‌نشینی و مهاجرت ناگزیر می‌کند؛ ازاین‌رو، نباید آنان را با سایر گروه‌های حاشیه‌نشین یکسان دانست. بر این اساس، پژوهش حاضر با هدف واکاوی عمیق در معنای زندگی از دید افراد فاقد هویت قانونی و بازنمایی درک و تجربه زیسته این افراد انجام شد.
روش و داده‌ها: این پژوهش مبتنی بر پارادایم تفسیری و با رویکرد پدیدارشناسی توصیفی انجام شد. مشارکت‌کنندگان با استفاده از نمونه‌گیری گلوله‌برفی انتخاب شدند و نمونه‌گیری تا دستیابی به اشباع نظری ادامه یافت که با 15 مشارکت‌کننده حاصل شد. داده‌ها از طریق مصاحبه‌های نیمه‌ساختمند گردآوری و پس از پیاده‌سازی، از طریق کدگذاری اولیه، کدگذاری متمرکز و کدگذاری نظری تحلیل شدند. در مرحله کدگذاری نظری نیز از روش مقایسه مستمر بهره گرفته شد.
یافته‌ها: یافته‌ها در قالب شش مضمون اصلی و نُه مضمون فرعی نشان داد که افراد فاقد هویت در این زیست‌جهان، با تجربه مداوم ترس از رد مرز شدن، محرومیت از حقوق اولیه، طرد، اضطراب، تنفر از خود و آسیب پذیری دائمی ر‌و‌به‌رو هستند. افراد فاقد هویت حسی ناخوشایندی به اجداد خود دارند که سرنوشت شوم زمان حال آنان را رقم زده‌اند. آزادی‌های فردی و حقوق شهروندی آنان به حالت تعلیق درآمده است و افراد فاقد هویت از نظر قانونی به انسان‌هایی بی‌نام و نامرئی تبدیل شده‌اند؛ ازاین‌رو، هیچ امیدی به آینده ندارند.
بحث و نتیجه‌گیری: یافته‌های پژوهش امکان درک معانی ذهنی مشارکت‌کنندگان را فراهم می‌کند. زیست فاقد هویت، اجباری است که نسل‌های پیشین به این مردم تحمیل کرده‌اند. بی‌هویتی چیزی فراتر از فقر در همه شکل‌های آن است؛ زیرا، بدون هویت همه راه‌حل‌ها برای حل مشکلات به «دریافت شناسنامه و پیدا کردن هویت قانونی» منتهی می‌شود.
