Abstract
Background and aim: This interdisciplinary study aimed to conduct a thematic analysis of water resource policymaking in Iran’s First and Second Five-Year Economic, Social, and Cultural Development Plans (1989-2000).
Data and method: using an interpretive paradigm, the research adopts a qualitative approach, employing thematic analysis based on the Braun and Clarke model. Relevant documents from the First and Second Iran Development Plans were selected through purposive sampling, utilizing theoretical and purposeful sampling strategies. Selecting and gathering related contents, thematic analysis processes have been done.
Findings: The study identified 27 sub-themes, 10 main themes, and 2 central themes. The central theme for the First Plan was “Centralized and Exploitation-Oriented Governance.” Its main themes included “self-sufficient agricultural mechanisms”, “supportive and corrective policies”, “optimization and preservation of water resources”, “sustainable development policymaking”, and “regionalism”. The content of the Second Development did not eradicate the shortcomings of the First Plan but rather continued its characteristics. The central theme for the Second Plan was “Growth-Oriented Agriculture.” While the Second Plan showed enhanced attention to water resource development and environmental protection compared to the First Plan, this transformation occurred within a centralized governance framework, lacking participation from real and legal parties'stakeholders.
Conclusion: The results indicate that both the First and Second Development Plans were centered on “state-centered economic development” and lacked civil society involvement in water governance
